Who is Peggy Hora

Judge Peggy Fulton Hora was a Judge for 21 years in the California Superior Court, where she presided over the Drug Treatment Court within her criminal assignment.

Judge Hora has been instrumental in building the international problem-solving courts movement. Problem Solving Courts combine the law and problem solving skills in a collaborative way to treat the causes of the problem, not simply punish the offence.

Peggy Hora’s experience in the California Drug Treatment Court has demonstrated the real and lasting benefits to individuals and communities of this innovative approach.

Her passion for and deep commitment to the new ideas and forms of Smart Justice has taken her across the world as lecturer, teacher and author on issues surrounding substance abuse, domestic violence, drug treatment courts, cultural competence and therapeutic jurisprudence.

Her most recent projects have seen her in Santiago, Valparaiso and Iquique in Chile.
